"Jack the Ripper" Crimes.

Dr. Forbes Winslow says that in regard to the account of "The Ripper Case" which appears in the recent book of Sir Henry Smith, late Chief Commissioner of Police, he desires to draw attention to an oft-told story that the police, as shown by Sir Henry Smith, were uncapable of unravelling the mystery. The whole clue was in his possession, and still remains there. He had his shoes,
stained with blood, in his possession, and also had ribbons and feathers handed by his various landladies where he stayed the night before each murder. I know, he says, the various lodgings he stayed at, his habits, and made arrangements to arrest him on St. Paul's Cathedral steps at eleven o'clock on a certain Sunday when I found that he was to be there. I informed the police, and asked
for their cooperation. This was declined. One fine day Sir Henry Smith will be astonished by my presenting the original "Jack the Ripper" to his successor. I am prepared to place two accounts - the one of an official, the other of a private individual - before any two competent persons to deal with, and ask the question, who knew most of the matter, the Chief Commissioners or myself?
