IN LONDON'S BLACK SLUMS.
WHERE MEN HERD LIKE ANIMALS IN SIGHT OF THE CITY'S WEALTH.

THE EAST END WITH ITS MISERIES AND WRETCHEDNESS, WHERE THE TERRIBLE TRAGEDIES WERE ENACTED.

Every one who has read Besant and Rice's "All Sorts and Conditions of Men" has some idea of the East End of London, forming in itself a world within a world. Around this wretched quarter, typical scenes from which are presented in today's GRAPHIC, centres all that embraces the poverty, wretchedness and crime of the great metropolis. Its centre is Whitechapel, the fearful horrors of which now make it offensive to the eyes and ears of all mankind.
"Whitechapel" is the name given to the parish - or rather, to the "union" of nine parishes, of which the old parish of St. Mary Whitechapel is the largest - beginning at the eastern side of the Aldgate boundary of the old "city" of London, and within 406 acres, containing, according to the census of 1881, 8,312 houses and a population of 71,463 human beings.

LIVING LIKE BEASTS.

Here, as an investigator of East End wretchedness has lately written, if you take the broad road from Aldgate Church to Whitechapel Church, a spacious, well kept and crowded thoroughfare "you will pass cracks and fissures in the street that reveal dark, gruesome tenements, full to overflowing with dirt, misery and rags. Here, herding like sheep in filthy pens, may be found colonies of English and Irish dock laborers, carmen and market porters, Polish, Dutch and German Jew hawkers, slipper makers, haddock smokers and professional thieves. In every room in these rotten, reeking tenement houses there is a family or two. It is by no means uncommon for a husband and wife and three children to sleep in one bed.
The lodging houses of Whitechapel double discount the lowest dens in the Bowery or on South street. The "common lodging houses," or "registered lodging houses," as they are more generally known, afford them shelter and warmth. Whitechapel is fairly sprinkled with these "registered" lodging houses, all of which are under police supervision. Fourpence (eight cents) a night is the usual charge for a bed. As the houses vary in size, they will accommodate from fifty to 200 or 250 people. In some rooms there are thirty or forty beds. The number of beds is limited by police regulation, which provides a certain amount of space for each lodger, and which also compels the lodging house keeper to change the linen once a week.

EAST END ROUGHS.

"The roughs of Whitechapel are distinguished by their lack of respect for womanhood, which is hardly to be wondered at, as they see it in its lowest and most degraded form. Indeed, the deeds of "Jack the Ripper," which have startled the world, have barely astonished the Whitechapel rough. At the East End human life is the cheapest thing on earth. Scarcely a day passes that the court records do not bear witness to wife killing and wife beating in its most atrocious form. Infanticide is the common order of things at the East End, and cruelty is an everyday affair.
Where such wretchedness abounds Socialism is naturally to be found rampant. In Berner street is the headquarters of the East End Socialists. In a yard off this street the fifth victim of "Jack the Ripper" was found murdered.
The Socialist Club occupies the entire length of the building on the right of the yard. The left side of the yard, immediately opposite where the woman was murdered, is formed by a dead wall. On the ground floor of the club house is a room, the door and window of which face the street. At the rear of this room is the club kitchen. On the floor above is a large room "used for meetings and entertainments." The "printing office," which does not communicate with the club, consists of two rooms, one for compositors and the other for the editor. The East Ender, who is of a serious turn of mind, is either a raging infidel or a howling salvationist, but the vast majority are simply brutes not worthy to claim lineal descent from an ape.
