For some hours on Wednesday morning it was believed in London that another murder had been committed in Whitechapel, and excitement ran very high. After investigation it was announced that a woman of bad character had had a quarrel with a man in a common lodging-house, that he had inflicted a slight wound on her throat, and then fled. The outrage was, of course, immediately attributed to the mysterious "Jack the Ripper," who, as a French paper puts it, "still preserves a strict incognito."

Lord Randolph Churchill is inclined to bid for popularity again, and he is sure of success. In his particular line he was unrivalled, and he knows how to tickle the public until they laugh with him. He made a big speech on Saturday, in which he rebuked the Standard for its tall talk about war with America. He also had something to say about reforms in the national expenditure. If he is not a member of the Government before long it will not be because he has studied Ministerial susceptibilities too carefully while resting.
